How to Use Your Whistle

Your whistle is a signal to alert your community that ICE is nearby. When enough people respond, ICE agents often retreat.

Important: Only use your whistle when you actually see ICE agents. False alarms cause unnecessary panic and harm community trust.

Keep your whistle accessible – on your keychain, in your bag, or worn visibly. A whistle in a drawer cannot help anyone.

ICE is here. What do I do?

If you see ICE agents in your neighborhood, check the Local Resources section below to find the hotline number for your area. Local networks can coordinate rapid response and legal support.

Other actions you can take right away:

  • Yell "ICE is here, la migra está aquí" to inform folks nearby of the danger.
  • Blow your whistle: three short bursts for "ICE is nearby" and three long bursts for "ICE is kidnapping someone." ICE agents rely on surprise and often retreat when crowds gather around them.
  • Stay strong in numbers. Get nearby neighbors to join you in making noise and documenting ICE activity.
  • Document what you see. Get your phone out to record what ICE agents are doing. You have a legal right to record this activity in public spaces, and ICE agents often reduce their level of violence when they are on camera. Your presence alone can directly lead to safety for your neighbors.
  • Refuse entry. Without a warrant signed by a judge not an "administrative warrant" – ICE agents cannot legally enter your private property. If they do have a signed judicial warrant, they can show you through a closed window.

Know Your Rights

You have constitutional rights when encountering ICE, regardless of your immigration status.

DO NOT OPEN THE DOOR if an immigration agent is knocking on the door.

DO NOT ANSWER ANY QUESTIONS from an immigration agent. You have the right to remain silent.

DO NOT SIGN ANYTHING without first speaking to a lawyer. You have the right to speak with a lawyer.

If you are outside of your home, ask the agent if you are free to leave and if they say yes, leave calmly.
